Chief Freeburg began his emergency services career in 1996 as an EMT, starting as a full-time Rural/Metro firefighter in 1998 and becoming a paramedic, then with the City of Scottsdale since the inception of the Scottsdale department in 2005. Chief Freeburg has worked in every position in the department and as acting fire chief. In his current position he is assigned to the Administrative Services Branch with oversight of the Fire Marshal, Prevention, and Training.

Chief Freeburg has a Bachelor of Science in Public Safety Administration from Grand Canyon University, Master of Arts in Organizational Management from the University of Phoenix, Certified Public Manager through Arizona State University, and Certified Fire Officer.
